Step 1: Choose "File > New Torrent"

Step 2: Fill in the announce URL of your preferred external tracker

Step 3: Choose if you want to create a .torrent file from a file or directory(folder) and click next.

Step 4: Browse to the file and then click next.

Step 5: Click Finish.
